Rep. Davis of VA on H-1B

Rep. Tom Davis has been kind enough to explain exactly what H-1B is all about."This is not a popular bill with the public. It's popular with the CEOs." "This is a very important issue for the high-tech executives who give the money."

Rep. Davis says his constituent mail was seven-to-one AGAINST H-1B.

Bill to Boost Tech Visas Sails Through Congress     San Francisco Chronicle, October 4, 2000

``Once it's clear (the visa bill) is going to get through, everybody
signs up so nobody can be in the position of being accused of being
against high tech,'' said Sen. Robert Bennett, R-Utah, after the vote.
``There were, in fact, a whole lot of folks against it, but because
they are tapping the high-tech community for campaign contributions,
they don't want to admit that in public.''

"High-Tech Threats on H-B"

`If H-1B legislation ultimately fails, then the people who have unnecessarily complicated it will have to explain to the high-tech community why they did that,'' said Harris Miller, president of the Information Technology Association of America.

By that he means explain to the campain contributors in the high-tech community. The high-tech voters (as well as 84% of voters at large) are opposed to H-1B.

Spencer Abraham and Worker Protections

Spencer "for sale" Abraham has introduced two H-1B expansion bills (1998 and 2000). Neither bill contained any provisions to curb abuse. In 1998, bill passed by the House Judiciary committee served as the basis for the one that became law.

Sen. Abraham creates worker protections     Detroit News June 7, 2000

Here Abraham's spokeman give him credit for creating worker protections in the 1998 H-1B law that only apply to H-1B-dependent employers (Those with more than 15% of their employees on H-1B visas. Essentially no one.). Of course, he does not mention that the good  senator removed the protections in the original bill that would have prevented any employer from firing Americans and replacing them with H-1B workers.

Here, contrary to what Abraham's spokeman claims, an industry lobbyist says that the protections in the H-1B bill were there only because of Lamar Smith.
